Yep. Chrome is the only way to get modern Flash under Linux. The old NPAPI plugin is stuck at version 11.2 and only gets security updates. The PPAPI plugin is already at version 18.0.

Windows handles this pretty well.
You chuck in an empty CD-R, it gives you a new Explorer window, you drag files into it, and click "Burn" from the toolbar.
Notice that the OP said that he experienced the lag under MATE, but the GP says he experienced it under Cinnamon! So there certainly are problems. I personally find the Cinnamon Start Menu lag to be extremely annoying and it gives an unprofessional impression. Surely a simple menu could be made work smoothly? Under Windows there is even live tiles in the Start Menu and it's still super responsive.

The feature set is sufficient for such simple burning tool. One can use a dedicated burning software for the additional features that you mentioned.
