A few chapters appear dated, but most is well-worth reading. It appears to be freely available in French (and relatively easy reading). I have not seen any free translations into English.

You have to remember that it isn't finished yet, and there is still time for MS to fix the problems that you mention.

Bad laws (or laws that are disrespected) are likely to bring the law in general into disrepute - leading to a rise in lawlessness and crime.
