    Two random strangers with strong accents will approach random contractors offering them cash for US/NATO secrets. That will be the local FBI. The contractor will be expected to report all such approaches.

    That will keep watch over all contractors at home, when away from work, at parties, church, the gym, laundromat. Anywhere a charming spy might try to reach out to a contractor.
    Medial contractors will preform long term and lots of testing on all contractors to work out their whistleblowing and spying potential.     People all over the USA remember who they went to see in person and their ability to give a great speech.

    Dont lecture people in different states from the elite coast. All the other states can sway that US election so be more aware of local issues all around the USA.
    Dont speak of people all over the USA in a negative way. You need their vote and voters do remember all the negative words used to describe their nice parts of the USA.
    Try been positive about each part of the USA and just listen to their needs.
    Dont stay on the elite east and west coast giving short lectures to the rest of the USA.
    Talk about jobs, freedom and wealth. Real people want real ideas about good jobs, education, housing, not more negative lectures on elite issues.
    A really great candidate can get out the vote all over the USA. Staying on elite coast talking points did not win an election.
    Election observers from different political parties ensured no federal level "hacking" could happen.
    Each city, state, town voted for a person they wanted elected.
    The vote got counted and the results showed who the US states wanted elected.
    Other nations did not bus out millions of their embassy staff to vote in person all over the USA. The FBI would have noticed a few extra million embassy staff in the USA at that time.
    Other nations did not vote in the millions all over the USA. Other nations did not "hack" the computer vote as US elections do not get all counted digitally by one national computer.
    The votes get counted and the count is observed locally all over the USA.
    Real people all over different parts of the USA selected the person they wanted.

    What can an AI do?
    The AI can sort the average long term costs to the US tax payers of random people trying to get into the USA.
    Who does the person claim to know in the USA? What community and part of the USA do they want to enter?
    Find out who is a few hops from that given name and community in the USA. Have they as a community added anything to the USA in the long and short term?
    What are the support costs to the US tax payer every year?
    What group in the USA will be looking after that person short term? What is the average success rate of that person finding work in the private sector and becoming a productive US citizen?
    Have the majority of the people in the same area and community found private sector work? Have many in that community stayed on US gov support for decades. Is generational poverty an issue?
    Let the exceptional people in who have skills the USA needs.

    If the USA really wants to "help" random people in failed nations, give some people a free quality US education with a 4 year visa.
    At the end of that free quality education they return to help build up their own nation.

    Testing and sorting found and supported the best students. The best students got supported and found their way into a top US university. They went on to advance the USA.
    Now funding is spread over average students for decades and the very average results stay the same.

    Thats how the penetration testers often work. They charm or sneak into a building past security and put a usb device into any computer they need to get access to.
    They are from "tech support", know the boss and want to show a "charity" movie the boss is interested in to the staff ...
    Someone grants access to their computer and usb to "help" the expert.. or the now trusted person the boss knows...
