I'm Russian and I totally agree about what's said about us in this post:) There are exceptions though, but in general Russians (exUSSR folks) don't get beyond high level tech positions for the reasons .
It's not just higher in quality, but it's HIP. Yes. Sure those Dell/HP dudes can offer "the same", but somehow they do look like shit. This explains huge mod subculture, which reminds me modding Honda Civic's to get them looking like sports cars (the bigger is the exhaust pipe, the better). Also, multiple wannabies as mini ITX etc etc.
So, let's just face it. Some people do care about overall experience and how things they use actually look and fit their homes.
This adds to the cost amongst other factors. The target market is somewhat different.
One more thing to mention is proper school code. The education system in ex USSR (yes, I managed getting my education out there) now suffers from lack of discipline. It's not that bad, but a one can see the difference. A teacher cannot deliver if having a class full of brats, and this is somewhat bigger problem than just the education system alone. Getting rid of MTV won't change much here.I really think the root of the evil is parents neglecting their offsprings. Why? I don't know...
Yeah right. And all this really stops US from buying space tech from Russia...

Public will buy anything. The majority of people doesn't care about such things in general.
