Let's just clarify this point: they did it with less cash because each worker gets paid less, has a lower standard of living, each company is willing to sell their materials for less, the government orders the construction of the power plant so there's no regulation to contend with, any homes at the site of the power plant not evacuated will be bulldozed with people still inside, and any dissenters will be disconnected from the internet forever and banned from telling their story.

However, a multi-level marketing "scheme" is, as there's actually product being delivered through the network of people tricked into selling it and/or getting people to sell it for them. Since no product ended up being produced in this case, this was a pyramid, and is illegal. It's a fairly fine distinction here in the states.
At that point, you have to be doing something with a product, like producing it. It's easier, and cheaper, to get yourself situated high up in the chain of another person's MLM since you don't have any of those requirements.
The US government repeatedly tries it, and seems to fail just about every time because there's at least one guy who goes "That shit ain't right". China says "Censor!" and everyone gets on making it work. See the difference?
The other problem with centralized, long-term planning is that when a leader dies, a lot of the plans change course in some fashion, rendering those long-term plans vaporware or ineffective.
