On another note, this is the first time I've heard of Prey. It sounds like a pretty awesome utility to have on any laptop or phone. I work for the IT department at a university and we get reports of stolen laptops all the time. Advising users to preemptively install something like this might help. Does anyone know of any drawbacks to installing Prey?

It's up to the party leaders to allow their members to vote freely or not. It's tradition for the leaders of the parties to allow free voting on bills introduced by private members, but this is not always the case (for example, the Liberals voted the party line on the long-gun registry).
The reason party leaders can so tightly control their members votes is because the party leaders decide who gets to be in their party. We don't have primary elections like in the US where anyone can run in the Democrat or Republican primary to get their name on the ballot in the general. The party leaders decide who gets to run for them.
As far as I know, this system is the choice of EACH PARTY. If the NDP wanted to hold primaries to determine who would run under the NDP name in each riding, I don't think there's anything stopping them... but they don't do this, because it would mean they couldn't control their members' votes.

OP doesn't say if his connections have static or dynamic IPs. I would assume (perhaps incorrectly, but if so, change ISPs) that since they're BUSINESS lines, they'd be static IPs. If the ISP is blocking port 25 on your business line, call them up and get them to open the port. Isn't this what you're paying them for?

Just terminate the SSL at your load balancer. This also allows you to offload the SSL work to a machine(s) dedicated to do so and keep that work off your web servers.
Actually, the water coming out of the machine is hot. It needs to be hot so it doesn't freeze instantly when it hits the ice. It needs to remain liquid long enough to flow into all the grooves in the ice and create a smooth level surface. But this heating is likely done by filling the machine with hot water (i.e., from the building's hot water heater) rather than using the machine's propane/whatever to heat it.
The song "Happy Birthday" is in the public domain. Furthermore, I don't believe singing any song in public is copyright infringement, so long as you're not doing it for commercial purposes such as performing a concert. (IANAL)
Or a trojan that gets downloaded and installed from the error page which infects the user's PC, looks through the browser history and browser cache and serves up ads^H^H^Herror messages based on what it finds?
