And insurance companies get money out of thin air? Or do employers decide to decrease "their" paycheck instead of yours to cover the increasing insurance costs? It is YOU who is doing the funding in the long run.

He first needs to resolve that the customer wasn't shoplifting, hence the package check and running a background check on the driver and car.
I really fail to see why the cop needs to do that. The store is NOT accusing the customer of shoplifting. The store employee IS unlawfully detaining their customer. The driver's license is not really relevant to the situation which the cop was called to resolve.

You do realize by your argument you should also ban tired people, stupid people, old people and pretty much majority of the driving population of the US. I'm not saying it's necessarily a bad thing, but it's unrealistic. Not to mention the fact that breathalyser does NOT provide accurate measurement of blood alcohol level. So banning everyone whose breath gives out 0.09 is akin to banning all red car drivers - some of them may be bad drivers! Either completely disallow any alcohol, or don't use inaccurate tools to differentiate between innocent and guilty.

For example, you might have purchased the mp3. But, what about purchasing it again as FLAC? Or, after there is the nextgen lossless that is smaller than FLAC?

You'd purchase it once in FLAC and then convert it to mp3 and next generation lossless format yourself. Why buy it again?

Actually, if you go away for a while (may be sleep), eventually the new fish will respawn at the marker location. I also had trouble with this quest and gave up on it, but when I came back to it a few days and many other quests later, the new fish was there and I was able to successfully finish the quest.

This problem has been reported by many oblivion players. So while this quest is somewhat buggy in the way its designed, you can at least finish it.
