If you are a tyrannical government attempting to introduce (force) the use of ID cards then this is how you manipulate the public into accepting them. "Losing" the data can easily be organised, but informing the public over and over again is what the media do.

One week I noticed that the traffic lights weren't working across the crossroads and there were no signs indicating so. I believe my route across the crossroads was considered the major route, the other less significant, so I like others just carried on through at 30 mph or thereabouts. A few days later driving home I saw a car stopped in the middle of the crossroads with the air bags deployed. This was inevitable.
They'd left a crossroads in the city with no traffic lights and no warning signs.
They didn't do it by mistake, they did it because it is the norm.
