Interzone is excellent, and would get my vote if I were voting. NYRSF and Ansible are both excellent, as well, and I've heard good things about Speculations. Locus is excellent, too, of course, but at this point I think its wins are as much about the name recognition and momentum as because there aren't other great semiprozines.
Grok is already in the online OED with a range of citations, starting with Heinlein in 1961. So there's no need for it to be included in this project.
SFWA (The Science Fiction Writer's Association) has an excellent page on the subject at http://www.sfwa.org/beware/subsidypublishers.html. Should give you some idea what to watch for.
