Its cheaper from the governments point of view to let the US workers sit and collect unemployment while keeping a steady flow of H1-Bs comming in and then kicking them out once their 6 year term is up.
Purely from an economic point of view, H1-B's are a net positive.

And MS registry doesnt have a place to store this. They use a flat file too: %systemroot%\system32\drivers\etc\hosts
But yeah, its usually a stupid idea to edit the registry. There is always a better way to do it, unless its an undocumented type setting.
