Since they work in such an asynchronous and sometimes nonlinear fashion, I think we need to develop the algorithms needed to turn plain code (e.g. C) into neural networks. With these algorithms, we can then begin to decode the neural networks that we have created through training and thus be able to predict their behaviors. It will also allow us to perfect and optimize networks so that function only as we wish.
TL:DR: logic with transistors is simple math but neural networks are a calculus we have yet to invent.

We can always add more processing power to a robot, it just requires more electricity and hardware which cost money. Neural networks are the masters of efficiency when properly configured, which is probably why they occur in nature. I have no idea why you think we are going to fall short when IBM put an entire mouse brain into a collection of NN processors just a couple years ago.

Ransomware doesn't occur in a vacuum but rather it's a simple application that uses many different libraries. Anyone with half a brain can make it, so what does it matter if someone mirrors the code?
I think more effort should be put into protecting data from accidental or malicious destruction by an application rather than trying to force the world to conform any particular set of laws. Seriously, it wouldn't take many changes to prevent this kind of shit from happening.

The biggest problem with understanding neural networks is convincing people there's no need to understand neural networks.
When something goes awry and someone is killed, there is a need to understand what went wrong, even in a neural network.
