No countries government can afford to provide the most leading edge healthcare for all patients without limits.
I now use a conroe dual core powered I965 board( running xp sp2 until the attansic nic consistently isn't broken in Linux ) and I would disagree.
I believe I have had more stability, in part due to faster I/O execution at basically every level; DDR2 800, SATA2, E-SATA and have also seen real benefits from the dual core with virtualization.
I find that if something has gone into a hung state, I don't really lose stability, I just kill it and move on.
Roll on the USD$250 Quad Q6600 CPUs !

A good way to destabilize any shell in XP is simply placing a large amount of data at the 'desktop' location.
YMMV may vary ( try it and see for yourself ! ) but you could say this is a vulnerability.
Possible results include loss of said data at the time of the crashed shell event.
I had to help a friend with a cmd routine on XP to help him rename and resize a very large number of images, in the end I had to go beyond MS and use mtr ( minitrue)combined with irfanview cmd line.

This takes a little while , eg try searching for one of the numeric strings on a production servers registry , I have spent hours recently uninstalling 7.5, 7.6 and 8 client and server editions and it is a pain in the ass.
If it wants your custom installer package to deinstall itself and cant find it (dumped onto a temporary directory on a long ago cloned master ) then your outlook is effectively : "you are screwed , use slow drawn out uninstallation process"
This is great but when you find you actually have components installed like parts of the SSC installed combined with fragments of NAV 7.5 server complete with AMS etc overlaid with the CE 8 client then it really starts to suck.

You would need to reduce the number of local house seats and award the balance of the seats to the party percentage % with a minimum threshold of say 5% before you get a single representative.
I think putting some restrictive limits on the campaign spend would also be in the nations interest as it would allow self financed candidates to enter and campaign and get a chance to their policies out to the voters without breaking the bank.
Set some decent term limits for the house and senate so as to prevent 'camping'.
