Even if your gas tank really has a bunch of water, rust, and sand sloshing around the bottom, I believe that virtually all fuel pumps have an intake filter (or, at least, a screen) to keep that crud out.

I don't see how Ms. Seltzer can claim any monetary damages, and that's the only penalty that might change NFLs behavior.
