If you're 24 or over, you miss out on a lot of scholarship opportunities. In Tennessee, we have a nice HOPE scholarship using state lottery money. The kicker? It's only available to students immediately after the graduate from high school. A lot of private schools also offer scholarships with similar requirements.
People are also willing to give "kids" a lot of slack with various things. But if you're an adult trying to get a degree, you usually don't get that either -- in addition to have to borrow/pay your own way through.
Otherwise, study your ass in high school and get there on scholarship.

That's over $4k a year the student is paying for his own expenses. If we assumed full time work at $10 an hour -- not too bad for college work -- that's not even $20k a year before taxes. You're talking about over 25% of the student's free income from a full time job. JUST TO PAY for what the student loans wouldn't.

Haha, I realized what was going on -- someone took and old, old post and replaced some text with Windows 7. However my brain immediately replaced 64 Megs with 64 Gigs, which would be rather appropriate. I didn't realize the GP had left "Megs" until I read he did so in your post. xD
And really even more than that, the poor fill a niche in society. Can you imagine if there were no minimum wage jobs? No unemployment? The worker would have a tremendous amount of power.
Businesses would have to cut back significantly in how many people they could afford to hire -- or more likely, no one would be getting rich off a business. It would just basically pay the salaries of those who work there.

That's IF Microsoft can get the specs it needs from the manufacturer. If you have some old HP printer and you want it to work with Windows n, either HP or Microsoft is going to have to make a driver for it.
Chances are, there is some old code that can be easily reused and repackaged for Windows n, but Microsoft isn't going to have that old code -- HP does. Microsoft might have the code, but not know how to use it, because it doesn't have any access to HP's engineers.

It's pretty much expected that there will be a new release of Windows every 3 years, and your old stuff might not work with it. I've gold some old ISA devices sitting around the office here that won't work anymore unless I load up Windows 95 on an old machine. Should I be upset at Microsoft or the manufacturer for that?

I definitely agree on the web-based app part. You can target the browser for whatever phone you end up dealing with -- and it wouldn't be too hard to write it for multiple different phone browsers, by just changing some of the presentation code.
I have an HTC phone now (Apache) with a custom firmware on it. I've been running one for two years. It came shipped with WM5, and I'm running a hacked together version of WM6.1. I could put anything I wanted on there.
Of course, Windows Mobile is pretty darn open, and I'm pretty sure there's no kill switch. It's one of those rare cases where the source isn't open, but the product is less restrictive than open source alternatives.

You don't have to buy a copy of Visual Studio to use the SDK. You can compile through the command line tools. It's just harder that way.
You can also use .NET on Windows Mobile phones, so your code can be portable to Windows and Mono -- which pretty much covers all the bases.
It is also possible to install a JVM on a Windows Mobile phone, and write your app in Java. Then you could probably use Eclipse, or what have you.
