I'd take it up with UPS then,as ebay is just the middleman. it is UPS the took your money without giving you any value for it, kind of the same deal they give their UPS Stores.
If it is going to be that gimped, might as well pick up a cheap HP or Dell for under $300. Better to just spend an extra $200-300 for something that is not already on teh verge of obsolesecence as soon as you have put ti together.
When I've used paypal for USPS shipments there was always an option to reprint if you didnt wait for HOURS. The reason it does not stay active forever is to prevent them from losing massive amounts of money through fraud.
Why are you printing out anything without regular paper anyways? How is any programmer supposed to account for shear stupidity and lack of common sense? They cant becasue they have to spend enough time debugging software for REASONABLE users, like ones that have PAPER on HAND when PRINTING
They are not necessary to play new games, unless your substitute for happiness in life is related to 16X Anti-aliasing and running at 1600X1200 ALL THE TIME.
A game developer that expected everyone to play on the lastest and greatest hardware would be out of business if they did not offer lower resolutions to play at. And as for hardware configuration/troubleshooting READ A BLOODY REVIEW FIRST, whether for software of hardware it beats the socks off of buying blind and dealing with what you get.
CONSOLES NEVER CHANGE WHILE PCS CAN BE UPGRADED; whether you upgrade to something better/cost effective is a choice not an obligation. IF a game comes out that you really want to play at HIGH RESOLUTION/SETTINGS then it is a CHOICE not an OBLIGATION.
No one makes you play the newest games, it is like the powergaming whiners who blow through 60 levels of WOW at top speed and then whine for lack of content. I paid $150 for a NVIDIA 6600GT and it has been more than FINE for anything that has come out; I will bet 99% of people whining about high priced video cards never even bought one to begin with.

The studios wanted region coding to prevent reimportation; just look at the cheap new sealed pc games on ebay, many of them are english language Singapore editions that someone bulk purchased at the $10 something local price and then resell for a nice markup that is still less than the wholesale price of the US versions
The Floppy of the Future if Sony ever lets it out of the nursery. Sure, it is DRMed up the butt but then lack of DRM is the main reason that no floppy substitute has been forthcoming. More capacity than a CD-RW, more compact and hardy enough you can put it in your front pocket without worry even if your name ain't Steve Jobs
It has the lowest energy cost, even with the proper storage of spent material. Coal is 2nd, if it is clean, which would make it expensive, and Oil and Natural Gas come last but only they continue to come up with tons of new supplies, which is not a fargone conclusion at present. hard to be optimistic about Natural Gases with the present world wide price jump in prices; just ask the Ukrainians!
As far as switching off Nuclear, you don't need to "switch off" anything. With the PBR design, you just replace the pebbles and then all you have to do is store the pebbles untill we can afford to reprocess them(10-20 years), certainly not 10,000 years like some FUDsters would have you believe. This is the time of Solutions after all, what else are all those people in white lab coats working on?
All the other Nuclear technologies are not nearly as safe, certainly not safe enough to put close to the urban centers that would benefit the most nor safe enough to have nuclear powered farms, oil rigs, clean coal to fuel facilities and High Energy manufacturing. If a PBR plant needs to be decommisioned, it is simply a matter of transferring the still viable pebbles to other reacctors and then disassmebling like any other Industrial Equipment. Certainly not an impossilbe task for the government that succesfully landed that tin foil wrapped contraption on the moon some 35 years ago.
Want to bring manufacturing back to America? Can't do it without the discounted energy only Nuclear provides. Kept the French from falling into anarchy for many decades now, couldn't do any worse for Americans.

More research should be devoted towards this very promising technology.
