Nothing is "double counted", and State-owned enterprises are never accounted as part of the government "budget", they have their own assets and debts, their own revenues and expenditures, they release their own quarterly reports, and their money doesn't go to welfare, except the taxes they obviously pay, just like any other company.
So 20% of GDP is the energy sector, and a big chunk of that money gets collected as taxes, and then those taxes are used to fund welfare services, which are also counted as GDP. Where am I wrong?
