No, it was the IT department. They were used to developers doing only web and database development, and didn't want to bother with creating a new configuration. They had no problems at all with overbuying other hardware, so the few extra dollars on the leases wouldn't have mattered.

I was in charge of creating install packages for six different product lines at the time. IT only relented when I scheduled five solid days of their time to simply press the buttons on my regression test systems.
It's much more reasonable to assume that the parent poster is right. Although the "drive and ambition" bullshit is the usual spiel used to try to blame everyone else for the greed and avarice of these people, so I'm not surprised you fell for it.
