One would hope that they would be intelligent about it and only use the stuff on "abandoned luggage" they find about the airport to determine whether or not to call in the bomb squad.
Of course this would require prudence and an ounce of sense from the TSA - I wouldn't count on it. In fact I bet this is used in the most inconvenient, ridiculous, and stupid manner possible. Like perhaps aerosolizing the stuff all about and making everyone walk under a black light so as to maximize the time it takes to get from a ticket counter to a plane.

It doesn't make any sense to me to allow any remote access to critical control systems like those described. Why would they want to use anything besides a local network?

On control systems networks, firewalls were bypassed or inadequately configured, passwords were not effectively implemented, logging of certain activity was limited, configuration management policies for control systems software were not consistently implemented, and servers and workstations lacked key patches and effective virus protection. In addition, physical security at multiple locations did not sufficiently protect critical control systems. Ok the physical protections is an issue, but people in charge of major control systems for power generation should be on site - there is no reason to connect these boxes to the wider internet - a local network should be completely sufficient for their needs.

Even with the best phased array bad ass military style antennas you arent going to get this sort of a power increase - you gotta put more out of the antenna at the source - which means you are lifting honking huge freaking batteries up into space and you are gonna have to stick some mad solar panels on the sucka too.
PS. I completely agree with the sentiment in your last sentence. - with that money you could probably mount a significant effort toward eliminating malaria in subtropical/tropical areas of the world, saving millions of children.
