Extreme motivation, and the opportunity for capitalism.
Most of Africa is controlled by socialist / communist governments, and never in the history of the world has socialism built and promoted wealth.
The countries with the most freedoms, owning property, basic human rights, etc. are the wealthiest nations.
Don't give me "China" either. Per capita they are a third world country. The government controls who has the wealth, and only if it benefits the "state".
If Hawking wants to promote the creation of wealth in Africa, he should be there promoting freedom.

The above is correct and right, what I'm referring to is the fabrication of legal application out of whole cloth, i.e. the right to privacy allows you to kill a fetus??? Whatever side of the issue you are on in that...that is just terrible jurisprudence. The fact of the matter is the courts are woefully unprepared for technology in the court room, judges and juries for the most part (lawyers too) are completely ignorant of the rapidly changing landscape of the times we are in. My fear is the damage that the courts can do to stifle this forward momentum for the sake of "fairness".
As the opinion piece clearly points out, a deal was struck by law in 1998...now one of those parties doesn't want to have to hold up its end of the deal. (Viacom self monitoring of content providers) It is always frightening when the courts make law, of course it is rightly obvious that is not their intended responsibility to do so...but the oversight of lawmakers has been usurped by their fear of not being re-elected...no one in congress wishes to show leadership...i.e. "rock the boat" as it were , heaven forbid if they can't stay on the DC party circuit.
It is NOT governments job to legislate my, yours, or our legal behavior...they allow cigarettes so that they can charge ridiculous taxes on it... I cannot believe the idiocy that comes out state and federal legislature...get out of the way of my life, if I want to waste electricity then I will...arrrrgggghhhhh. I pray daily for government gridlock then they aren't as damaging to our rights and freedoms. They need to get out of the behavior modification business!!! Flippin morons, I don't how anyone can stand to live in California.
This another reason to consider private school for your children. The public school system continues to fall farther and farther out of touch with whats necessary to do the job they are actually commissioned with. If all parents had access to the money that the feds and the state give to public schools in their childs name through a voucher system with the option of choice of school a lot of this "crap" would dissapear, public schools would actually have to become competitive with private schools for this money, instead of being "entitled" to it... however, thank your teachers union and the politicians (both sides) for this uphill battle against common sense and whats actually good for your child's education.
You've hit the nail on the head, and the blame lies squarely at Bernie Ecclestone's billionaire feet. It boiled down to who was willing to pay the most, Shake-Down Bernie is a whore... and would sell his mother to the highest bidder! (If he had one) What's good for F1? Simple Ecclestone pushing up daisys and hopefully taking his bad rug with him.
Yeah, well the implications are much more impressive. The acquisition, tracking and targeting system will be most impressive if it works well enough to fully utilize the lasers potential. But what may be most intriguing is how this could be used on stationary targets... say... Saddam's bunkers, (pastense) or perhaps... North Korean and Iranian nuclear potentials. And don't be so naive to think that the chicoms don't want to be on level ground with us strategically...they've been doing some major muscle flexing in the pacific rim as of late... the end of the USSR does not mean the end of potential threats to our way of life (translation, loss of ability for geeks to hang out at/.)
