MS just made it difficult to save data in ODF format. (need to exprt as ODF while the default is "Open"XML).
So, since you can't teach all the word to export as ODF, most people will end up saving files in microsoft's own formats.
Micrsoft is also changing the defaults for the new office. (docx, xlsx, pptx etc). Same thing applies. These new formats are incompatible with earlier versions of office and so people - after a time - will perforce have to pay upgrade tax.
FreeDOS is actually bundled along with some HP laptops as this allows HP to say that they are selling a PC with an OS (which is necessary) to use the PC.
I understand that this is the only way, some companies can formally afford to unbudle windoze and other such products while selling new computer.
The syllabus for an engineering degree in India would really be advanced.
What happens is that there is a constant filtering right from middle school.
Afetr 10 years of schooling you take your first competitive exam (state or national level) and choose your educational stream: Engineering practice stream first, commerce stream next and general studies last.
Two more years (12 total) you move on to serious competitive exams. Top 1000 (all India and all from the earlier engineering practice streams), go to five IITs, about 15 regional engineerin colleges etc. These are mostly merit scholarship (straight A cases) who will inevitably join computer science and engineering stream for four more years.
The next level go to self-financing colleges (mostly good and not parochial or nutters but with less facilities and resources than the IITs) and get the same syllabus. After 4 more years (16 in all), they become your call centre group. For instance a person who answers users probably studied computer algorithms, compiler design, data structures, networking theory, software development life cycle - the works.
I'm from India and you wouldn't really be surprised to know that the same thing applies here also. In India, the academic season usually starts in July. Not counting non-academic distractions, some of the main causes could be:
(1) The preference of school boards towards what they know well (ie microsoft products). As an example take my state (Tamil Nadu - in South India - supposedly a highly computer literate state). Instead of teaching programming concepts they changed the syllabus to specific programming languages and office automation, sub contracted the faculty placement to commercial organisations - you know, those who prepare studes for specific languages. So what happens? A maths teacher with lot of good and relevant experience and one who has possibly built rapport with the students is replaced by some diploma holder in office automation. This person doesn't understand school dynamics, holidays, vacations etc, is only a hack who is going to get fired at the beginning of the summer vacation and will move on. So next ter, a fresh guy joins, has to be taught how to teach.. Is is the same everywhere?
(2) Over specialised categorisation: Java programmer, VB programmer (cut and paste examples for your diploma)... Not even the best of them really prepare you for general pogramming skills.
In this situation,
(1) Schools graduating students should work with "non academic" boards. I mean if your local board doesn't train in general skills, a group of teachers should try to fill the gap.
(2) Schools enrolling students could reach out. Have a "bridge course".
