Please correct me if I'm wrong, but if a driver's flaw opens a hole to the operating system's kernel, shouldn't we say the flaw is actually in the operating system?

Im from México and our school does have an Internet filter to a lot of things. Sometimes critical information. It first started about 10 years ago with the excuse of cutting unnecessary use of bandwidth by taking away all ports but the ones needed for web surfing and opening basic ones for REGISTERED and justified IPs. Once they had that controled, they added a filter for web content, the filter is called N2H2 and blocks anything that has things related to games, nudity and whatever other not-academic content. If you want to access a website that is mistakenly blocked you cant go to the university network people, you have to contact the company that makes the filter...
I have tried to install Ubuntu in the past, I think it was the Breeze version (about october last year) and everything was going smooth until the first reboot when everthing (I mean everything!) freezes when the splash image comes up. I tried it on another computer and the same thing happened. I later found out that it was because both computers have ATI graphic cards...Any word on this?
The best choice would be to explain to them what programs to use and what they should stay away from. There is no need for antivirus if you use your computer properly, even for non-experienced users. However I would recommend a good spyware program like spybot and such.

a. take out anti-satellite systems that could be used to target US satellites.
b. take out other countries spy satellites.
