The Wii browser contains the feature exactly as you describe it.
Press the '2' button and the site is automatically reformatted sol that you need only scroll down to see the entire site. It's really helpful for reading long articles. The text is large and with the wii-mote you can make text scroll at a nice slow steady pace much like a tele-prompter.
The PS3 controller does include X,Y, & Z axis sensitivity. However, that sensitivity is based on acclerometers. The PS3 cannot actually track the position of the controller in 3D space the way that the Wii does. More or less it can tell if you jerk the controller in a direction but that is about it.
Bottom line: It does have x, y, and z sensitivty but it can't actually navigate 3D space in a natural way.
