Didn't this same type of thing happen with Apple in New Hampshire back in the 80s? The state bought all the schools Apple computers on a no compete bid.
Why does MS explain the risk in a footnote instead of the chart of affected software? Why not just say "Unaffected" or some similar term in the chart itself.
My doctors don't believe in doing any tests that aren't indicated by an existing condition. Why cause concern if something is found? What about false positives? Is it going to cost a lot of money? Will insurance pay for it? Once a condition is diagnosed then insurance will pay for it but not before. Prventative medicine is not practices here.
Anybody that thinks Dell isn't concerned about profits is fooling themselves. Dell wants a good looking bottom line so that he can take the company public again. IPOs are where the money is.

The same thing happens in the private sector too. We just don't hear as much about it.
Of course the software guy at Dell is going to make noise about anything that competes with Microsoft. If it wasn't for them he wouldn't have a job.
