Why not use rsync instead of Subversion? Subversion wasn't really designed for this, where as rsync is used for mirroring and syncing large repositories all over the place all the time.

I can wholeheartedly recommend Radiator. It's written in Perl, which makes it really easy to extend to your own needs, etc. It's got built in modules to both log to and authenticate from Radius. It just works... and works quite well. It's not free, however, which a lot of people don't like; it's worth every penny you'll pay for it though. link.
The 6bone was (probably still is!) just a ipv6-in-ipv4 tunnelled network; there was never much of an actual physical infrastructure that ran it. Internet2 is a US-wide really-blazingly-holy-fuck-fast network between educational institutions. It's implemented just as a network that sits beside the Internet; institutions that are connected to it simply use BGP to prefer the prefixes they learn from their I2 link.
