I seriously doubt they'd remove certification from the company that makes their chipsets for their own game console. In any case, they'd probably work with Nvidia and/or ATI to fix the problem, as opposed to just stripping them of their driver certification.
I think this is a good thing, to start out with. Video game companies are already writing games that likely depend on either a NVIDIA or ATI card, at least for high-end games. With the PhysX card, it won't be supported by all games because fifty other physics cards companies could come up, all with different APIs and such. With the card companies doing it, they could all get together and physics could become a part of DirectX (I know, I know, but don't forget what platform we play games on) and then developers have one API they're already using to use with their physics. Open to more people because they already have the video card that supports it, nothing extra, and open to the developers because the API was the same they were using for 3D, sound, input, etc..
While some people don't understand it, the whole reason Gordon doesn't talk is because you are Gordon. If Gordon talked, it would ruin the character-as-player that the games run on.
