You may not realise it but it is actually quite simple to provide protection from direct mains connection to a particular port. It dosen't even cost that much.
I don't see the current noise level of hard disks excessive. The biggest factor in keeping them down to acceptable levels is just mounting them on soft rubber grommits. This works well enough to keep the machine under my TV acceptably quiet.
