post it on slashdot. that should give it a lot of traffic if it's in a major city.
My honest opinion is that most people don't need to go to a gaming cafe, they have their own machines. you should make it a normal cafe, with some decent gaming rigs as a side. maybe even putting it in a college town where there is not much else to do. try and make it the hangout place for all the geeks that just got off work/class
