I, for one, must insist that QA must be ensured throughout the entire lifecycle of the product. Trying to pick a specific part of the process and point at it as the part most likely to fail is ludicrous.
Make sure you add a trademark symbol after "window(tm)", or Bill will throw you out the window(tm) ;-).
