There is no number set in stone.
There is — or ought to be — a threshold in everybody's mind. All societies try to avoid punishing the innocent, but different ones are willing to go to different lengths to do so. Ancient Romans, for example, had some legal mechanisms for citizens inside the City (and 1.5 miles outside of it), but any further an executive's power was absolute — it was deemed acceptable to occasionally have an innocent suffer the executive's injustice so as not to burden the executive's power. Modern developed societies are nearly opposite — the executive's power was just trimmed even over non-citizens captured (very) far away.
It is all about balancing the swiftness and efficiency of just prosecution against the dangers of punishing the innocent. And it all boils down to the original question (asked centuries ago): Is it better that ten guilty persons go free than that one innocent person be convicted?.
The answer today is almost universally "yes". But what if the stakes are different — not 10:1, but 100:1?..
The idea is to set up a system with enough checks and balances to ensure that no one is punished unless they're pretty damn sure
This is a meaningless answer. All of the "checks and balances" impede prosecution. We still need them exactly for the reasons you state: to protect against accidentally punishing an innocent. And every time someone like O.J. Simpson is acquitted, we start thinking, whether there are too many impediments to prosecution — and too many guilty ones end up free.
So, what's your threshold?

One of the more heinous human tragedies occured on September 11, 1973.
The democratically elected government of Chilean president Salvadore Allende was overthrown in a coup d'etat by General Augusto Pinochet. The new regime killed thousands of dissidents and other "enemies of the state".
The reason? Allende was a Marxist, and the CIA (and by extension, Richard Nixon) were keen to keep Latin America firmly in the American camp during the Cold War, even if installing fascist dictatorships was necessary.
I'm willing to bet anyone here that we'll attempt something similar in the Palestinian territory, so long as we can keep the Israelis from doing it themselves in some wickedly obvious fashion, like firing a rocket from a chopper, or hare-brained assassination attempts.
Of course, we're far more civilzed at home. We rely on factual information reported in an objective fashion to an educated public.

And they're serious, going into long waxing detail over it.

Trust the ones "questioning" F9/11?The "questions" raised by "Fifty-nine Deceits in Fahrenheit 9/11" include commentary by Anne Coulter & Zell Miller. Are we really supposed to take these two talking heads seriously?
Anne Coulter is the one who gave us things like "McCarthyism was a myth created by the liberals", compares Howard Dean to a war criminal, and "Liberals don't care about the environment."
Zell Miller is the Democrat who gave an angry keynote speech at the Republican Convention. (on a side note, these speeches are usually positive and lay out an agenda for the party- and are not angry rants). In his speech, Miller said that anyone who referred to our troops in Iraq as "occupiers" instead of "liberators" was an insult to our country and our armed forces. Perhaps Miller did not watch President Bush's prime time news conference earlier this year, when he referred several times to our action in Iraq as "occupation," and said something like "Of course I'd be unhappy if I was occupied too." After some hard questions from Chris Matthews on "Hardball," Miller said he would like to live in an era when he could challenge someone to a duel, and ended the interview (source)
So with all the insane things coming out of their mouths, I'm supposed to believe them over Moore? Not likely.

This was known as the dotcom boom (or bust?). Swanky communist headquarters started sprouting in every major city and propeller hat wearing storm troopers started taking over. Luckily market forces prevailed as they always do and now most of these treachorous baffoons are now unemployed. The future of the greatest nation has been restored.
