Found a better link. Car manufacturers refer to the process as "Exhaust Gas Recirculation (EGR)". Probably because they don't think of the tailpipe as a "flue".

Re:some basic engineering for you
Those all all good engineering points, but sadly, higher combustion temperatures mean more NOx. So, the overall engineering intent is to find the sweet spot between NOx production and efficiency... which leads to losses in performance and fuel economy.
And Exhaust gas Recirculation *IS* used primarily for NOx reduction.
You are probably thinking of the system where an air pump pumps air into the exhaust system to burn off the residual fuel products. This page gives a pretty good overview of emission control systems on cars.

This doesn't solve the real problemsFor example, how about tailgating? These devices don't detect one of the most dangerous habits that a lot of drivers have.
What about swerving? Nope, it's not an anti-swerving device either. What about tired drivers? Distracted drivers (we all know how bad eating, shaving, and reading the paper while driving are--not to mention cell phones).
Is it also going to come with a breathalyzer too?
This is a bullshit device (read: revenue generating), and I'm hoping the UK folks get really pissed about this and do something.
The OBD-III scares the living shit out of me, especially if we have another 4 years of monkey boy and his oilly staff in the US.

I forgot to add that this could make them safer, too. Right now cars that have high voltage systems (e.g. hybrid or electric cars) usually have separate electrical systems; a high voltage one for the drive train, and a low voltage one for the rest of the car.
This is works, but it can cause fires if the high voltage system comes in contact with the low voltage one. Fires and high voltage systems in cars can be very nasty. This complicates the job of resuing people from an accident or repairing the car afterwards. -
Mechanics are NOT tested to practiceMany people are confused on the issue of certified technicians for your auto. All but 2 states have a law that a mechanic must be 'test certified' to work on your car. You can negotiate any terms with anyone to do the work for you. Each state has different licensing, but they do not require you pass some test, just that you register with the state you do business in, Just like any business. Some states require tests for emmisions test inspectors, etc. But this is for compliance with the law, not to say they are competent mechanics.

Driving is not a privilege.

privilege: A peculiar benefit, advantage, or favor; a right or immunity not enjoyed by others or by all; special enjoyment of a good, or exemption from an evil or burden; a prerogative; advantage; franchise.
"Driving is a privilege, not a right" is one of those statements that somehow became commonly accepted because thousands of ignorant people repeated it.
My state allows me to drive on its public road system, which I contribute a portion of my income to maintaining. I am in fact guaranteed the use of that system if I obey certain requirements that myself and other citizens have agreed upon through our government. Driving is in no way a privilege.
Yes, I can't go drive my car like I do the "Barracks OL" in the video game "Grand Theft Auto 3," and expect to be allowed to continue to use the public road system. But at the same time, the state does not have the right to place potentially unconstitutional burdens on my use of the road system which I pay for. -

I have very little doubt that as the technology matures, they will be able to build a car that ONLY runs on "dealer gas", which has certain molecular marker "tags" in the gasoline to identify it, custom sensors (similar to that used for DNA analysis, only MUCH faster) in the fuel lines, etc hooked up to the computer. When I mean "dealer gas", though, it will probably be a "cooperative" agreement between a gas company and the manufacturer - or maybe it will be something where all gas will work, but a "certain" gas will work "best" - literally.
