There are a handful of Windows solutions if you just Google for it. This Blog has a pretty good listing and analysis of the more well-known apps.
I use SlickRun myself because it allows for a whole lot of custom commands and other nifty tricks (and it's also fast). The only downside is you have to manually configure your keywords and shortcuts, but it's a whole lot better than nothing. -

Or download Slickrun... Win+R on steroids, and more. Really, really recommended. Properly configured it is one of the very few things I miss from Windows when using Linux.

Quicksilver!
Hey, it's a slightly-more-verbose and earlier-in-life version of Quicksilver for Windows!
Interesting choice of launcher key; I wonder if it's changeable. I have Quicksilver set up to watch for double-taps of Apple. I also wonder if it requires you to always type the verb first - I'm so used to just doing appleapple S P return to launch System Preferences (for instance).
The question is, how's it stack up to the other QS-ish Windows launchers? Colibri, SlickRun, and probably others... It's got nice visual design, judging from the screenshots, which is part of QS's appeal. -

Free, superior alternatives
Um, has anyone ever heard of Windows+R? It's called the run menu, and if you don't need a big bloated app it works great. For those who would prefer to do less legwork, and let the machine handle it, here are 2 free alternatives:
This http://www.autohotkey.com/ is autohotkey. Universal windows auto-complete(no more typing your name or your address, or any words you tend to misspell), ridiculous hotkey action, it's all scripting, so you can make your scripts into exes and use them on any windows computer anywhere.
This http://www.bayden.com/SlickRun/ is slickrun. Windows Run++, pretty much. Windows+q opens your run window, and you can program a bunch of features, it has autocomplete, yadda yadda yadda, it tells me it's using 8k, YMMV.
Or you could buy something that has some obvious flaws and less features. You know, if you are into that kind of stuff. Oh, and it's definitely a slashvertisement when you talk about shitty products that you have to pay for, instead of brilliant, old products that are free. In case you were wondering. -

allows you to launch programs and switch among windows via typed commands
I can launch programs via typed commands in my Start->Run box of with Slickrun. And I can switch between windows with Alt-Tab. Why do I need this? -

Without a doubt, for an office suite, use OpenOffice.org
To be honest when it come to web browsing, email and news, I am happy with the Internet Explorer suite
I am also happy with Media Player as well
For a popup blocker, I use PopupPopper
For a download manager, I use LeechGet 2003
All over system tweaking, X-teq X Setup
For graphics manipulation, go forGIMP for Win32
Unfortunatelty the GIMP is not viewer friendly, so as a viewer (even though it is nagware), I like Poylview
Page defrag I automatically starts up each reboot
For compression decompression, use UltimateZip

Spyware stuff
The best Ad-ware / Spyware removal tool I've found is
SpyBot Search & Destroy
There is also Ad-Aware though.
Other stuff (non spyware related):
Winamp(2x is best)
Trillian/Gaim
Browsers (and mail): IE6, Mozilla, Opera are all fine
I've found both SlickRun and PopupPopper from Bayden Software to be useful as well.

I'm not familiar with this LSXCommand of which you speak, but I suspect it's something like the rather nifty slickrun for windows. Basically, it's a small floating text-field with configurable keywords.. for a simple example, you can have it launch calculator with 'calc' or whatever, but where it gets much more handy is defining keywords to search google or dictionary.com, stuff like that. It's handy, unobtrusive, and free.. definately worth checking out - I always feel crippled now using a windows system without it

I use Bayden PopupPopper. I've tried them all, and found this one to be the least resource intensive. When a site attempts a pop-up, you get a small transparent window that asks you if you want to add this domain to your friends list, blacklist it, or to allow/deny just that popup. It also has a cool feature that will block all popups if you turn on Scroll Lock (Finally a good use for the key, since like Lotus 1-2-3 for DOS, circa 1980s!) Oh yeah, free as in beer.
