* Rent Control
* Excessive environmental regulations
* Excessive land use regulations
* An institutional hostility to landlords (so bad that many landlords simply refuse to rent at all since renters could tie them up in court for years when they tried to sell the property).
* California's general hostility to development.

And now San Francisco has said they'll try to limit price increases by restricting supply. Looks like someone failed Economics 101.

And my neighborhood kids run lemonade stands in front of their homes without cowering in fear that they'll be shut down by health inspectors, fined for their failure to display a business license, audited for tax evasion, and arrested for exploiting child labor. "The law is very clear." All those rules technically apply.

Kids are too young to know what they should or should not be afraid of. But their parents ought to be afraid of the things you listed.

Absolutely no "technically true" violation of a government regulation is beneath a government inspector's notice if someone with money takes a negative view of the violation or of the individual committing the violation.

Or as political wonks say: whenever someone tells you that "well, yes, the law could be used to make X illegal, but it'll never be enforced that way" ... then it was likely written with the intention to be enforced exactly against X.

Well, they WERE designed to use ocean water. But California's State Water Resources Control Board has ordered them to stop using ocean water, in a phased plan starting soon and finishing by 2024.

Last I checked, California was REALLY broke, and this will cost billions, so I question whether this is really the time. But the costs will simply be passed along to the people of California who will just have to pay more for power.

Also, the power plant operators prefer to mitigate the harm to fish by just putting screens over the water intakes, rather than by scrapping the ocean cooling and switching to fresh water. This was not permitted.

Wow, I'm pretty strongly pro-environmental and I think that's nuts. I've heard of requiring things like mile(?) long inlet/outlet pipes to avoid thermal pollution near the shoreline, but requiring them to switch to fresh water (in dry-as-a-bone California no less)? That's crazy.
