Well that is not quite true. Incomplete you say? Well so are the Linux ones. Even the most complete ones like the Ubuntu repos lack certain basic mainstream software like the Eclipse IDE for instance. There is a ppa I think if you are running Ubuntu but only for the Java version. I needed the C++ version. And for niche or obscure software you are compiling from source and often without complete build instructions and extremely minimal documentation on how to use the software as well.

Try Chocolatey. It relies on people keeping each package up to date but all the extra tools I add to a new Windows install are usually well maintained.

Use Chocolatey for no-crapware installs
Look into Chocolatey for installing most Windows Open Source and many free-as-in-beer but not open-source software. Conceptually very much like apt-get.
Even for software still hosted on now-evil sourceforge like FileZilla, it bypasses all the crapware wrappers.
Once chocolatey is installed, you do everything through an elevated command prompt, much like "sudo apt-get install filezilla" but literally "choco install filezilla" and upgrade as "choco upgrade filezilla".
Not everything has a chocolatey package but you'd be surprised how many programs do.

But not a system default one.
As of Windows 10 (and soon previous versions with Windows Management Framework 5.0) there *is* a default one: OneGet - now just called "package manager". It is controlled through a PowerShell module. It is actually a package manager umbrella, as it can be used for a number of different package managers which can provide "providers" for PM and integrate that way.
Open a PowerShell prompt and type the following to reveal the commands of the PackageManager module
gcm -mod PackageManagement
(or type gcm -m pack[tab] if you want to save keystrokes - powershell will autocomplete the module name)
To register Chocolatey as a package source (so that you can find packages through Find-Package) type this:
register-packagesource -Name chocolatey -Provider PSModule -Location http://chocolatey.org/api/v2/

My understanding is that MS is working to integrate powershell based package manager tools like https://chocolatey.org/ with Powershell 5.0.

Install an ad blocker
These days the most effective measure you can take is to install an ad blocker. That will prevent the vast majority of drive by installs. Second, I'd say you need to be very sceptical of freeware software installers. Using a service like Chocolatey to find and install popular utilities will help here. Third, I'd recommend installing Process Explorer as a replacement for the windows Task Manager. Get a feel for what programs are running in the background, and investigate anything you don't yet recognise particularly after installing something new.

https://chocolatey.org/ is a good way to install a lot of software on windows, a repo model for windows. I also like kde for windows.

P4merge (one of the best merge software)
ConsoleZ (a descent console for windows)
sumatrapdf (quickest pdf reader)
clover (tabs in file manager)
speedcrunch (a good calc)
greenshot (screenshots)

foobar2000
vlc
windirstat
7zip
Sysinternals
Firefox ...And do a bat file to install automatically all that with chocolatey!!!!!
