Try being poor sometime and being unable to get a driver's license or state issued ID card, unable to take time off of work to get one, unable to pay the fees, etc.
And yet the poor somehow manage to get an identification card for their welfare benefits.
In my state an id costs $20, I wouldn't call that a burden, and the fee is waived for the homeless.

Actually, the law basically states that if you are in the left lane and there is someone behind you, you are required to move over if it is safe to do so.

Good catch. There obviously is a law that overrides that clause, as the judge specifically told the courtroom this before court, that having proof of insurance in court was not a valid defense, or something to that effect. Here's another reference:

I rarely have kept my current insurance card on me, but I have always had an expired insurance card. *Nothing* on the card ever changes except the valid from-to dates, so if I ever did "need" it, I had my policy number, agent name, etc etc, and I could even tell you the correct expiration date. I also rarely get pulled over (Once every few years), so I didn't care. Until this last time, and I had to go to court to show proof of insurance. The fine was lower if you had valid insurance at the time I think, but you still got a fine if you did. Or maybe you (You meaning me) had to pay court costs, filing fees, etc that still amounted to a fairly significant amount. Whatever the case was, it wasn't "free" like it always had been in the past. So now I make sure I have the most recent insurance card on me.
I am not a lawyer, so I don't know. I assumed what the judge said was correct, but perhaps not. But I did land up paying.

Flashing Red means stop and yeald the right of way.
Flashing Yellow means proceed with caution.
Flashing red for trains is usually accompanied by a bell and often a pike.
Trolleys in SF are the odd man out with their own unique system.

I'm not sure where you get that. Here is the list of documents the Illinois Secretary of State will accept in application for an Illinois DL/ID.
Frankly, their requirements are a bitch. A close friend of mine was in document situation in which we figured out the easiest way for her to get an Illinois ID was to return back to Ohio and renew her Ohio ID and bring that with her to Illinois.
Having said that, your complaint was that the SOS would take "a note from the Mexican embassy." Arguably, that's all a passport is--a document issued by an embassy.
If the states are going to issue an ID in any name with no proof this pretty much means the ID has no value.
Please repeat this to yourself over and over again. It doesn't matter what documents you use to get the ID, the ID's value, at most, only equals the value of the documents which were submitted in application. Unfortunately, we treat it otherwise and think that somehow the document is magically better than what was submitted in the first place.
I have been saying for some time now that licenses should read "This document not guaranteed for identification purposes, third parties use at their own risk." Apparently such a warning is found on licenses issued by the state of South Australia, Australia. -

Note that, at least in my state, we are required to stay at the right-most edge of the lane and avoid major highways, on which non-motorized vehicles are banned. There really isn't an applicable minimum speed on any normal roads that I'm aware of, but, if there were, note that the laws in my state limit the scope of those limits to motorized vehicles capable of safely operating at such speeds.

In Illinois, it is technically illegal to enter an intersection on the yellow.
I don't buy it. If it were illegal to enter on yellow, they would need another color to let you know that the light is about to turn yellow. Otherwise, if you're 5 feet from the intersection going, well, just about any speed, and the light turns, how are you supposed to stop? Maybe if you're already stopped (for example while waiting to turn left) it's illegal to enter on yellow, but there's no way it can be illegal to enter if you're already moving.
The Illinois Rules of the Road say nothing about it being illegal to enter on yellow. -
