EyeWriter
I just sat in on a lecture last week by the inventor of this low-cost communications device for people suffering from similar conditions. It looks like it might be what you're looking for:

Yeah, there's certainly no CS in Eye Writer or Time Writer.
Of course, you never bothered to actually read the link before you go off and loudly spout your uniformed opinions about how damn liberals are trying to dumb these down for the minorities, and thus undercut "our" exalted position in society. If you had bothered to read the link, you'd know that it says:

Probably a step too far, but there is a group working on an ongoing collaborative research effort to empower people who are suffering from ALS with creative technologies. Basically they designed/build a low cost eye-tracking device and open sourced it. If you still have hand-control you want to focus on that, but once that's not an option any more http://www.eyewriter.org/ might be interesting, especially because it is designed by/for the creative industry.

I keep wishing for a hands-free mouse. Taping electrodes to your face every day at work--won't, but glasses (or something using your webcam) might. Anyone seen something like this?
http://www.eyewriter.org/ Their primary goal is for drawing and graffiti, but their app for tracking can be used to move the mouse cursor (I think). My friend built one, and it's really not all that hard.
