No, the third world is overpopulated.
"First" "second' and "third" world is mostly an indication of economic prosperity, not that what happens over there has no relation to us here. We all live in one world, doubly so in the age of globalization.
How about telling that to the people in the third world popping out kids faster than they can feed them?

Or the idea of uplifting 3rd world nations so their increasing populations and labor pool can be used to support us in the future.
Besides, there is also such a thing as machines and automation. I would love to have a harem of my own sexy robot maids to tend to my every need in old age. In fact, I'd like to have them now if we had the technology.

why don't they instead find a way to get rid of the fscking mosquitoes ?
You think that idea hasn't occurred to anyone? They haven't done it because it is REALLY hard, and really expensive and given the political instability in parts of Africa as well as the geography not really feasible. We did it in the US in part through the use of DDT which turned out to be a pretty bad idea in the long run.

If you're referring to China relocating entire villages for the 3 Gorges Dam project
The Three Gorges Dam is only one big example. But apparently, its quite common in China.
Apparently, when the government wishes to use land for some purpose and there's a village (or suburb) in the way, then the government will build a few high density residential buildings and have the entire village move in. In doing so, the entire village is uprooted, its history destroyed, and the place where the village was (the nature) is destroyed.

individual circumstances aside, with limited resources, don't you think it far more likely that the really good students, somehow find a way to be among those who remain.
The evelopmentally disabled ones are the ones who fall by the wayside and do not continue their education to the point where these internationalized standard tests are taken?
drop the ten% worst performers results from the US kids "math and science tests" and you may find that they don't suck after all.. APPLES & APPLES COMPARISONS PLEASE!
