That sounds nice and all, but if your bank's site only works in IE -- as is true for many banks both large & small -- then the customer doesn't really have a choice in the matter.
I know people that are perfectly happy to use Mozilla 90% of the time, but when they have to log in to Fleet (or whatever other bank site), they must use IE there.
Yes, the problem here is the bank's broken site, but what can you do? Their standard response is "95% of people use IE, so that's what we support", completely ignoring the line of thought that if they wrote in a portable, standards compliant way, they wouldn't have to think about these issues, and their customers would be much happier. But there we are -- stuck.
Your exclamation points are appreciated, but until the banks & other IE-only sites realize the errors of their ways, you're just berating the victims of the larger crime here.

Fleet Bank/Credit Services: refused to let me log in using a non-Windows browser.
Hmm. I pay my bills with Fleet HomeLink Online Banking, and I can do so with IE and Moz on OS X. The site is not JavaScript/DHTML heavy, and I haven't had a single problem with it or them.
I closed my accounts w/ them specifically because they wouldn't even respond to queries regarding compatiblity issues w/ their website.
Their system requirements are right here. They have a link to these requirements right next to the customer login area. From their own requirements page, they require 128-bit SSL in your browser, and they support the following:
* Netscape® Navigator 4.08 and higher
* Microsoft® Internet Explorer® 4.01 and higher for Windows
* IE 5.0 and higher for Macintosh
* AOL version 5.0 and higher
Based on the fact that I use Moz/OS X with their site, I'd be hopeful that Moz/Linux might be okay too, but I haven't tried it. I suppose it would be nice if they stated their policy on Linux browsers one way or the other, though.
I don't know, maybe Fleet has some other sites/services that suck, but HomeLink is not one of them, IMO. -

Fleet is fine
My bank has given me no problems using Mozilla since 0.9.9.

Since I've been using Mozilla pretty much exclusively on OS X (except for this post, ironicly -- I sometime use IE 5.1.4 because Fleet Bank doesn't work with any other browser in the universe than IE something; I could have taken a job with Fleet's web application department but they found out my parents were married) I've all but forgotten about Pop (Up|Under) ads. Postscript: is it only me who thinks of the song "Pop goes the Weasel" when an ad Pops up/under? Funny how the description "Weasel" fits companies employing such burrowing behavior...

My MasterCard has same problem
Whenever I go to the site that lets me look at my Mastercard transactions, I have a similar problem: it says it doesn't support my browser. I don't want anyone to support my browser dammit, I want them to conform to standards!
It kinda pisses me off, because I know that it is utterly trivial to create a site that works with every browser. But noooo.... they decide to go to extra trouble to exclude everyone else.

Fleet Homelink and x.com finance work w/ Lynx
Fleet Homelink works just fine with Lynx and also Netscape on Linux. I'm not a big fan of big banks, but they've got their online banking stuff done right.
Also, x.com finance, which provides a no-fee checking account w/ Visa check card and ATM fee reimbursement if you keep a $100 minimum balance, works just fine with Lynx too. I have one of these accounts and keep a few hundred bucks in it for getting cash at ATM's where I'd be charged a fee. Fleet doesn't reimburse these fees, but x.com does.
