FractINT, a floating point fractal generator released back in the dark days when shareware was a thing and distribution was via floppy disk (actually, the first version was 1988, before a lot of you were born), is still maintained, and unbelievably, still free.
IIRC Tim Wegner still maintains a full archival mirror. The root of the project resides here.

30-40KB seed information for a multi-Megabyte bitmap?
The limiting factor in how good the uncompressed image is or how close it is to the original is how good the codec is.
The abovegiven link is the first such I ever heard of and the first I actually used. It depends almost entirely on the float precision you use. I always maxed it - OK this meant several hours to several days to encode a 4GP multi-element bitmap on a DX4, and seveal minutes to a couple hours to decompress it on the same hardware, but you know what? I had fun with it.

I wrote a fractal viewer in TeX, in 1995.
On a side note, fractint (Quote: "Sometime in the spring of 1988 Bert Tyler bought a brand-new IBM PS/2 386/16. ...") is still around.

Fractint
I saw a program on the Mandelbrot set and Lorenz attractor on PBS in the late 80's. Completely changed the way I thought about the world. Also where I discovered Fractint.

Well, the geek equilivant of OMG Ponies! You see, I print Mandelbrot fractals with Fractint and my laser printer, with the special 1-bit zebra pattern. I use the colored paper to add the Ponies part to the OMGness of the fractals.

Been there, done that.
I have b/w A2 printouts having on my wall @1200 dpi, which is roughly 25600 by 19200 pixels.
Fractint has three features that you can use in conjunction to generate fractal images of this size. 1) Batch video mode, 2) Tiling, and 3) a way to fit the tiles together to a single image.
