Presumably by "enumerated" you mean "labeled with an alphanumeric label", given that if you mean "given a pure number" you are mistaken (and, yes, the letters are used on the signs).
Anyone would know it's a highway sign.
As a followup to your post noted, that is a false statement, unless "would" is subjunctive in that claim and you failed to indicate what needs to change in order to make it true.

Out of interest what is the legal definition of tailgating in most jurisdictions like? Is it simply driving close enough to the vehicle in front that you can't dependebly stop if they stop suddenly? or is it driving closer than some arbitary distance set by the governement for a given speed? does it vary by jurisdiction?
in the UK, it is recommended to maintain a two-second gap between your vehicle and the one in front.
so theoretically you could program the software to check that there is more than two seconds in between one vehicle passing a point and the next

I take it that there are no security cameras in private establishments in the US then? Actually, I know that to be false because I counted as many, if not more, than I would expect in the UK on my last visits to Baltimore, Columbia, and DC. Pretty much every business in the UK that deals with cash has at least one CCTV camera up, and I imagine it must be similar in the USA.
Also, a huge number of the cameras in the UK are on our highways. These are immensely useful for reporting traffic incidents to local/national radio and the highways agency travel website which then provides data to companies such as TomTom so that SatNav devices can route around problems. I find it immensely useful. Yes, those cameras also get used during police pursuits or other crimes, such as the recent M40 shooting, but as a law abiding citizen, what difference does it make? -

Exactly.
Studies have shown that a shockwave occurs when the density of the traffic reaches a critical level. Unstable traffic speeds combined with sudden braking creates a shockwave which travels back through the traffic at about 12mph.
Drivers experiencing a shockwave find that they suddenly have to slow down, then a few moments later they can speed up again. The causes of this stop-start driving are varied, some are due to incidents, some are due to the physical layout of the road, such as traffic merging at a junction, and others appear to have no cause.

The internet was created originally for a few select institutions to share information with each other. The highway was invented my the Romans to quickly move troops from place to place.
Al Gore, Jr. was one of the primary people who saw the potential of it for more with his father's accomplishments in mind. Gore advocated and helped bring about the internet as we now conceive of it, millions of computers interconnected sharing information for anyone to see. He invisioned a more open network that anyone could connect to. He was instrumental in creating the internet as we now use it. Al Gore, Sr. was one of the primary people who saw the potential of free and open highways connecting people across the country. He was instrumental in creating the interstate highway system as we now use it.
