You wouldn't be able to do it on hosted webspace - those things usually only allow you to use the http daemon provided. You'd need to actually rent a server, which is usually quite expensive.
For SSL proxying, you'd need to use something like this - never set one up, but it looks about right. Of course, the server would need to be outside the UK to avoid getting logged. If you don't want to go to the trouble of setting up your own, you could try something like FreeNet*, Tor*, JAP** or just a random anonymous SSL proxy (Proxomitron or MultiProxy might prove useful here). If you're a little less paranoid, you could use a CGI proxy.
* Warning: using these systems may mean that child porn is passing through your system, iirc.
** I know that at one point this system was discovered to have a government backdoor in it, but I think they cleaned up their act. -

A War story
Back in the BBS days my leet friend was a warez courier. To facilitate this a certain amount of phreaking was required. At the time there was no Computer Misuse Act. He was eventually arrested. The cops had a list of all the alleged phone calls. Each one constituted a separate criminal offence. They had to read him the entire list of calls and he had to answer 'yes' or 'no' to whether he agreed he had made the call. It took them *ten* hours.
It turned out the only thing they could charge him with was 'theft of electricity' and when it went to court he got fined 80.
There was also the time another friend rigged the 'Stars In their Eyes' final when they included to new gee whizz internet voting as part of the viewer voting.
How we laughed when Matthew Kelly (the child abuser!) said "we've had a phenominal response on our website".
They've got a bit cleverer these days with cookies and IP logging but thank goodness for anonymizing proxies

While certain IM protocols use HTTP, the thing that differentiates IM from everything else is the port--HTTP is 80, Yahoo is 5050, AIM is 5190, and MSN messenger is 1863.
Not true, most of these can be configured to go out on port 80, you just said what the default ports are.
Yahoo will do it automatically, MSN will auto configure itself to use a HTTP proxy on port 80, ICQ/AIM can be configured to connect to the server on port 80, or be configured to use a HTTP proxy server on port 80.
I can add that most of them work on many more standard ports, including SMTP(25) and FTP(21).
If I were a brokerage firm IT manager, I'd be using NAT, and block every outgoing port--including :80. Set up a local HTTP proxy on :8080 and configure the proxy server to disallow certain sites like proxy.aol.com.
Good idea, if it wasnt for this.
To comply with logging requirements, I'd tell employees to use an AIM client like gaim (there are win32 ports) that enable connection to a specific server and port, which would be the proxy server.
You can just use the standard AIM client, it allows you to configure proxies and ports.
You do have some interesting points though. I think if you modify the idea slightly, you should be able to produce a workable solution. I'm gonna think about it a little later, just have to work right now :( -
Anonymous proxiesAnonymizer works ok as long as you are not trying to hide from the government. Use SSH to tunnel your traffic to anonymizer proxy and you are safe from your ISP monitoring and the site you are going to knowing where you are coming from. Go get a bunch of kiddie porn or terrorist stuff and Anonymizer will have to give you up when the FBI comes knocking on their door.
Someone already mentioned multiproxy. Also check out Java Anonymous Proxy and Peekabooty. You seem kind of new to the game of paranoia. Why not just start here and do some reading.
It's important to understand exactly what these anonymous services get you and who and what they are protecting against so take some time and realistically educate yourself to the risks and threats.

Multiproxy is good for windows. It changes annonymous proxie every 20 seconds or so...

So, as long as China has Internet, the Chinese can circumvent censorship. To the Chinese Government: don't think you can get away with this. We are watching you. Remember the IIS fuck China worm? Remember when Americans penetrated Chinese censorship sites. One particularly activist group is the Cult of The Dead Cow, as they are involved with a US-Canada-Europe anti-China-human-rights-abuses hacking group, the Hong Kong Blondes.
Its only a matter of time until the Internet disappears in China, and the Chinese government succumbs under its own agenda.

Bonzi buddy?
So, the game links to a site http://www.multiproxy.org/ which seems to me to have ad's for that infernal Bonzi buddy, a spyware program.
The site contains a list of open proxies that you can use to anonymize your surfing.
it seems to me that the list is made from a scan and in the end the page reads:
"Disclaimer: this list is provided for information purposes only. Use it on your own risk. Legally you need to ask a permission to use any of the proxy servers in this list. I shall not be responsible for any damages of any kind arising out of use of these servers and the list itself."
So, I know that we could start a discussion about people not securing their proxies have really asked for it. But still I think that these things it does not really give the game a lot of credibility. But maybe that's just me. :) -
One way to do a cursory audit...
In addition to hiring the pros, you can also do a considerable amount of auditing yourself with the right automated tools. Among these is the program MultiProxy allows you to enter the IP addresses of your machines and quickly see if outsiders can use them to mask their identities during an attack. Its definitly not a substitute for a real audit, but it can help you to get a quick overview of potential problems.

Multiproxy
Why not just use MultiProxy? You set it up as a proxy, and it connects and routes your TCP/IP traffic through other publicly available proxies on the 'net. You can have it cycle through (non)anonymous proxies at specified intervals, or for every connection. This is essentially the same idea, but without a centralized server. Right? Or am I way off? BTW, this program is great for circumventing blocked AIM or ICQ ports if you're behind a transparent firewall.
