Muse
Gee, and I thought Muse had this concept well in hand.
Maybe I missed the point, but it seems like there are a ton of great web-based 3D user environments.
Oh, but wait, it's based on some offshoot of an esoteric language! Now that's innovative. -
A good alternative
I've been using this for some time now and like it a lot. Typically, the major problem with these applications is texture management - something that isn't an issue in the 2D world - and this one seems to do it very well on my ancient GeForce256. Once Longhorn comes out (:)) then this kind of thing will become more prevalent, if for no other reason than much of what you need to do it is built into the OS - video here. The other approach is not to make a desktop replacement, but create a while new platform.

Under threat of legal action
Mozilla's Thunderbird and Firebird components will undergo a name change as these are apparently trademarked by the Ford Motor Company and Pontiac, a division of General Motors Corporation.
In response the team will rename the Mozilla-based browser and email clients in the next release. In following with their current Greek theme, the team has been throwing around the names Muse for the browser and Pegasus for Email.
Team members have a good "gut feeling" these names will not be confused with existing commercial products or trademarks. -

If anyone wants to look at another "3D operating system" (okay, platform) then take a look at Muse. Shared virtual, media rich (movies, web, audio) environments coupled with an extensive SDK and developer community that allows users to create their own "worlds" and 3D applications. Way cooler

Re:NOT the metaverse.
For an environment like you mention, take a look at Muse - they have a 3d platform that allows users/developers to create and host their own sites in the way you describe - lots of developer info at their community site - it's not perfect - far from it - but closer to the metaverse that this.
