I am of the opinion, that eventually both are going to be impacted. Specifically, that with both, you can get a General Purpose Intel chip, or an ARM with or without custom bits added. The custom bits being application specific enhancements that Intel cannot offer. Here are a few ARM Server articles.

As for Desktops, they are now in our hands, and called Smartphones, and they are all using ARM. Intel may be left owning the dying Windows PC Market soon.
It is all a matter of perspective, but I see it as the needs of the market are shifting away from WinTel.

but smaller customers that moved to the "cloud" and have experienced too many failures, legal issues or increased scrutiny are scaling back what is effectively "shared hosting" back to self-hosting or at least colocating their own 'cloud'.
I don't think the numbers back up the claim. If you look at the massive growth I think you find exactly the opposite. I'm sure there are anecdotal stories but the stats just don't bear that out.
Has anyone honestly ever been happy with the headaches of moving to Office365 or AWS (beyond the higher ups)?
No point giving you anecdotal examples, I think we just have to look at the numbers.
Do you have a source to back up your assertion that these customers are leaving these platforms in any significant numbers? -

Even flash memory improvements seem to be slowing down, but that may be that demand is huge and increasing.
No, charge storage scales even worse than switching—and everyone agrees. Flash has recently been kept on life support by staggering efforts in bit-error management.
Thus all the research funds right now (ST-MRAM, carbon nanotube NRAM, STT-RAM, CBRAM, not to mention Intel's new TMium) are being funneled into bulk resistive technologies, such as the chalcogenides.
The charge bottle is dead. Long live the fickle dendrite!
The problem with silicon was written about extensively in 2016 (this only a decade after the frequency free-lunch had already ended, and five years after the power-scaling free-lunch started being served up in Continental-breakfast portion sizes).

TSMC will begin 10nm production this year, claims 5nm by 2020TSMC remains strangely bullish, but you also need to realize that line size is not what it used to be. It used to be they pretty much shrunk the entire lithography. Now they shrink what they can shrink, and then define the new lithography based on the skinniest resulting body part (problem: what's left to measure after the wrist? answer: a Taiwanese wrist).

Personally, I'm not worried at all about the stagnation of clock speeds. GHz aren't everything, instructions per clock have greatly increased even if clock speed hasn't. This means that a 4GHz Skylake single thread is much faster on the same task when compared to a 4GHz Sandy bridge single thread. See chart: https://www.nextplatform.com/w...
