Re:Smokescreen for Sharepoint
That means there's no OSS equivalent or competitor to Sharepoint?

There are other alternatives...
Although I applaud your intent to build a CMS out of a base set of open source components such as Jackrabbit and Lucene, I agree with your management that the prospect may seem daunting and may not be something that can be implemented in a "reasonable" time-frame.
What would have probably helped is if you had offered additional choices beyong just "build vs. buy".
Assuming you were looking for Java-based solutions, two open source Java-based CMS's come to mind:
Alfresco (GPL): Uses JSR-170, Lucene, jBPM, OpenOffice, ImageMagick
http://www.alfresco.com/
Nuxeo (EPL / LGPL): Uses JSR-170, jBPM, Eclipse

I'm sure there are more alternatives out there both in Java and other platforms (such as PHP).
In the case of these two, you management would've been pleasantly surprised to find fairly complete applications that are not just open source, but also supported by the companies behind them. This would mean that they would be able to get the features they're looking for for a much more reasonable price than what's charged by "proprietary" vendors.
I don't know if it's too late to introduce your management to more options, but I hope this helps nonetheless. -
Re:I will upgrade for ONE reason
"I've been using Excel for nearly 15 years, and for the entirety of that time, I've been limited to 256 columns. Now the limit is 16,384 columns"
What are you doing that required sixteen thousand columns. Have you considered splitting it into multiple sheets.
"to a little abused VBA monkey who's had to use every trick in the book to handle the manipulation of big WIDE data, this is a godsend"
According to this OpenOffice.org Calc goes up to 32,000 columns. It's a matter of setting MAXROWCOUNT_DEFINE to a different number. Although I would imagine calculating 32,000 columns is going to be slow. Have you considered linking to a database .. -
How about Nuxeo ECM?
Have a look at http://www.nuxeo.com/en/
Its worth giving it a try.
Very nice interface, powerful features and its open source! -
France already uses open source
For any of those out there who were at Europython in Sweden a couple of weeks ago can testify, Nuxeo have a large presence in the French public sector. Nuxeo's product, CPS, fulfils a similar role to Plone as a CMS. Like Plone, it's based on Zope.
In fact, I hear that it's got to the point where if you're planning a CMS project in Public-Sector-France-Land and you *don't* have a Zope-based product on your shortlist, questions are asked why... Corroborations, anyone?

Comments about Python and Zope.
Also see the comment below: Python is great. Zope is well-written and badly documented.
