Take a closer look at those programs. They may be geared towards girls, but there is a decent chance that boys can participate.
I think the White House Christmas tree coding thing allowed boys, but it took some effort to find a quote saying it was okay. Found it in a previous post of mine, so I didn't have to really dig.

That being said, you can't make them 100% safe, but there is a lot you can do to make them safer. I am not so sure that constant GPS tracking is one of them*.
* (There is a small voice in the back of my head telling me I might feel differently on the GPS tracking the first time my daughter wants to go on a date...)

Re:Fair and Balanced...Take "Fox" News with a grain of salt, for real reporting see CNN, Bloomberg, or international news if you can get it.
Not sure anybody actually gets Bloomberg (usually on some public affairs premium lineup in most areas), so I don't know about them. But CNN? Wait, what? E! runs more news than CNN does now, and CNN covers more of the meaningless pop star filler bullshit than E! now. Surely you really meant NWCN, right?

Ash in Wood Village and further eruptions emminent
The ash is starting to settle in Wood Village, there's a fine layer on the cars here now. The USGS is also saying on NWCN that the odds of further, more severe volcanic activity is 100% at this point.

I suspect that by hidden charges they are probably meaning the extra taxes and stuff charged by the local area.
Example:
Cable where I live (after last rate hike, before we switched to Sat)
$30/month(advertised rate) + $10-15 in local fees(listed if you looked/dug through the material they(Cable Co.) sent) = $40-45/month (all analog, ~70 channels).
Sat:
$32/month(advertised), and no local fees = $32/month for similar service, except channels via a digital feed. (getting locals over antenna(analog) as they aren't offered over the sat yet anyway(+$5/month if they were and wanted them). A few channels like community channels(no surprise) and NWCN aren't availble via sat either).
