It's an electrical problem in a single building.
Actually, the complex is four separate builidings connected in a U-shape; the tallest is 24 stories. The complex has its own entry on skyscraperpage.com and is also described in this 6-page PDF by Trane, the air-conditioning company. That PDF includes this description of the buildings in the complex and how it is all designed for 24/7 operation:
The facility, named for the former U.S. Senator from Georgia, is one the largest federal office buildings on the East Coast. It encompasses 1.87 million square feet of space. The structure straddles a busy downtown street. The building is also located atop an underground train tunnel of the Atlanta transit system, MARTA. The building units include the remodeled 1924 department store, Rich's, which was a downtown Atlanta landmark and an Atlanta institution.
Now this renovated six-story building and its beloved clock are a visual cornerstone for the center. Other elements are a 10-story mid-rise section, an eight-story bridge, six stories over Forsyth Street and a 24-story high-rise tower. Adjacent to the building is a 10-story parking garage. Construction of the building was a joint urban redevelopment enterprise of the City of Atlanta and the Federal Government. The design architect for the facility was the California firm of Kohn, Peterson, Fox and Associates. Newcomb & Boyd, a large Atlanta firm, was chosen as the project engineer.
Designed For 24-Hour Operation Southeastern Facility Management, Inc., is contracted by GSA to operate this facility. The system was designed for 24-hour seven days a week operation to accommodate the mission of the various agencies housed in the facility. One or more of the 1,310-ton chillers were to operate, depending on the building load, between the hours of 6:00 a.m. and 6:00 p.m. After 6:00 p.m., the 400-ton chiller was to carry all computer rooms and miscellaneous building loads. As a consequence, the facility designers and engineers needed to plan for continuous occupancy. Atlanta has significant cooling loads for much of the year and high humidity as well. The goal of the HVAC system design was to assure complete comfort in the building around the clock, year-round. To achieve this, significant emphasis was placed on humidity control with a central chilled water plant, air handlers for each area and a zone- controlled VAV air delivery system. Building designers also recognized that an important part of the office environment is acoustic performance. For this reason, rigorous sound level standards were set for occupied areas throughout the facility. The air conditioning system efficiency was extremely important due to the 24/7 operation.

This building has occupied floors higher than the world's tallest TV mast.
That part isn't actually true (though not by much). The roof of Burj Dubai's highest occupied floor seems to be 620m or so, slightly less than the 629m TV mast (the last 200m or so of Burj Dubai is unoccupied structure). However, the structure as a whole is much taller than any other structure, and the highest occupied floor is over 100m higher than any other building's occupied floor.

Behind my monitor, on my office wall, is the Edificios del Mundo poster of the tallest buildings in the world, with heights to roof, antenna & spire where appropriate.
Tapei 101: Spire: 508m, Roof: 448m
Sears Tower: Roof: 442m, Antenna: 527m
All well and good, until you consider:
Ostankino Tower, Moscow: Antenna: 540m
CN Tower: Antenna: 553m

Re:Early warning
What I remember most from my visits to FL was how incredibly flat it is. I grew up in Santa Cruz, CA and now live in Portland, OR and am used to variation in terrain. Looking out of the hotel window you could see nothing but flatness on the horizen in all directions. To put in perspective, the 351' highest point you quote is shorter than over 30 buildings in Miami alone!

And what's the difference between that and a building that only wins because they stuck a silly spire on it? (The CN tower is a building with restaurants and elevators and all sorts of tourist junk in it.) IMO, either it should be the highest occupied floor with a certain minimum area (in which case the Sears tower wins), or the tallest free-standing structure with spires and whatnot included (in which case the CN tower wins).

Sure, but can it fly?
Just an interesting tid bit I found on the SkyscraperPage.com. The International Space station is 99 Meters, or about 1/5 the height of the tallest building in the world. The top is quite a bit taller of course.
Gives new meaning to Thoreau's "If you have built castles in the air, now put the foundations under them."

Great pictures
Parent posted to World's 10 Tallest Buildings which shows pictures of all 10 buildings (including Taipei 101) on a ruled page that shows the height in meters.
The graphic is very pretty. It also shows that only the Sears tower has a full floor over 425m. And that if the permanent antennas were redefined as spires, it would still be the tallest.
US are #1! I mean, we are #1. I mean, well, I am not an architect or associated with the construction industry in any way, but national pride says we are still the highest (in every sense of the word.) -
Re:Sears is still 2nd, petronas is 3rdI was under the impression that 1 World Trade Center held the title for "Tip Height" due to the communication tower on top of the building. I seem to recall a news story that the Sears Tower just recently added an addition to its communications towers to eclipse the height WTC1 had held prior to its destruction. See here:

Re:Random ThoughtsI actually moved to Taipei in the early 90s because it reminded me so much of the image of LA in the movie Bladerunner.
And with awesome megastructures like the Taipei 101 you've got more than just the Bladerunner slums to fantasize about.
:)I might join you once they start building on a Sky City scale(!), since the US certainly doesn't have the balls to build something like that anymore; just look at what they're replacing the World Trade Center with.

Re:slashdottedThe site was up on Metafilter yesterday, and it even had trouble handling that traffic. Nice site though, you could choose from a few different resoluctions from 1 metre per pixel up to 2000 metres per pixel. And you could drag the images around to compare.
The largest was the second Death Star from episode 6, followed by some alien ship from Macross 2, and the ID4 mothership (which held several 24 kilometer city destroyers).
Also included were ships from Star Trek (the probe from episode IV was huge) Lexx, Babylon 5, Hitchhikers Guide, Battlestar Galactica... that's all I can remember. It borrowed some graphics and the look from skyscraperpage.com.

They're doing exactly what the al-queda (sp?) did to them.
No, in order to do that, we'd need to build two 110-story buildings in Riyadh (there aren't any, natch), fill them with office workers, and blow them up.
