That was true 3-4 years ago, but no longer. You should really try out Dolphin--I think you'll find that it now has all the useful features from Konq. It also supports the fish: handler for protocol-agnostic remote usage (FTP, SSH, etc.).

Features that Konqueror has that Dolphin doesn't, that I use frequently:
1. File-size view.
2. Horizontal splitting, multiple splitting. For when you want to work on more than two directories at once (eg: live server / test server / place to dump old versions).
3. Display arbitrary kparts in views.
3a. Which, combined with (2), means you can have split-view of a PDF (and as many splits as you want), which is still the best solution that I know of.
4. Embedded konsole, so you can script and have a file manager in the same window.

Features that Dolphin has that Konqueror doesn't:
1. Support.

Konq supports the fish: handler, by the way. Arguably, splitting/tabbing/keeping tasks together is something that could be handled by the window manager, but KDE's window manager doesn't really do that very well, so Konq's support for it is invaluable.

In this case, it may be honest incompetence by Microsoft ;-)

In a thread at superuser.com (http://superuser.com/questions/890038/why-is-checking-windows-update-so-slow/935299#935299) some people describe the update process as a horribly complex dependency tree the update agent has to process. The more patches add up, the worse it gets.

One guy who goes by "Dalai" has published a guide on how to shortcut the process (http://wu.krelay.de/en/).
It requires the user to manually download a few patches from Microsoft and apply them outside of the normal patching process. Those patches contain improvements to Windows Update that make the algorithm more efficient.

The problem as I understand it is that a fresh Windows 7 installation does not have those patches yet, and the original, un-optimized update algorithm gets bogged down trying to process the update dependencies (which it must do before it can install the updates). So the solution is to install those patches manually.

Yep, my 7 computers are all updated to February 2015. Since then, no updates are to be trusted. At least 40 are spurious attempts to saddle 10 unwillingly upon my hardware.

"The Apple Way" stuff you are referring to: Are you talking about the GUI, or macOS' propensity to play a bit of hide-and-seek against the casual browser of System files (which is easily defeated temporarily or permanently) (caution: Sound on that Page)? By the way, that stuff works on other "Hidden" Directories, too. Or are you talking about something(s) else?

Microsoft has been quietly rolling invasive Windows 10 features (like Telemetry/Tracking) into recent Windows 7/8 updates. So remaining comfortably on Windows 7 requires some vigilance blocking/uninstalling key updates. See list here and more info here.

I keep 50 of my favorite sites @ the TOP of hosts (as they're where I spend MOST OF MY TIME ONLINE) hardcoded & properly resolved by my program each time I build my custom hosts file + I COMPLETELY AVOID remote DNS THAT WAY TOO (avoiding all of its security & inefficiency issues listed in the links above) resolving FASTER locally from RAM!

Plus - Hosts data, like all other data, is loaded from disk initially but read from RAM once cached (far faster)

Your slow shutdown issue is likely unrelated to telemetry.

The computer is always "engaging in 'Telemetry'" since it is always recording data if the feature is enabled.

The only exception is that I would leave the Application Experience service and scheduled tasks as-is. It provides transparent compatibility for applications that might not work right otherwise. If you are really set on removal, I would disable the service and run all of my applications first to ensure there is no adverse affect.

Actually, I would disable all services rather than delete them---just in case. A disabled service cannot run, and it takes only second to revert to automatic startup if it's ever needed.
