If he holds the proper certifications, than no, he is not 'circumventing the law,' he's doing what he has been legally allowed to do. FWIW, building an explosive device isn't illegal, per say - deploying and/or detonating one above a certain yield (without holding the right certifications) is. To that end, a person can buy impact explosives from a website, needing nothing more than a shipping address and means of payment.
Guns are only designed to kill things. That makes them different from most other things. Unless you recognize that basic truth, then you're not going to have an honest discussion on gun rights and gun regulation.
Something tells me, judging from the obviously false and highly uninformed statements you've made thus far, that "an honest discussion" isn't part of your agenda.
The NRA says that guns don't kill people, people kill people.
And the NRA, for once, is right.

During the February 1980 New Mexico State Penitentiary riot, 33 inmates were killed. Most of the dead, 23, lived in the Protective Custody Unit, and were killed by other inmates using knives, axes and being burnt alive
I can also cite at least one case where a determined psycho managed to kill almost 1000 people simultaneously with fucking Kool-Aid.

Tannerite is the way to go. There is nothing more satisfying.

Above the law, and us sheepleHollywood can do anything they want. Full auto machine guns, that's ok. Explosions rocking whole towns, that's ok. But if you or I did it, we'd be facing jail time.
Proof? It already happened. Man detonates 100lbs of Tannerite, nuclear power plant on alert after blast. Man faces charges for detonating a legal device.
Tannerite is a shooting target. Search youtube for videos of people detonating large amounts of it.
Show's again there's two standards. One for the "In" crowd like mythbusters, then one for the rest of us.

Go read up on Tannerite. This stuff is loads of fun, 50 state legal, and available over the internet. What you'll find even more amazing is that as far as I know, not a single person has died from it's use. -

a garage + basic metal tools + plans for simple 3 axis CNC + linux box = greatest summer project/lab ever, and then money maker. just wish i had the garage or room :-( -

You got it man. Under my bed? Winchester 1300 SWAT model, folding stock, 18" bbl, 8 shot, loaded with 00 Buck, with an M3 Tac light on it, attached to a sling bandolier with 12 more 00 Bucks and 6 rifled slugs for the obstinate types.
Plus a gun trained 180 pound bloodhound (Flop) who can smell a non-familiar person half a mile away.
Did you know FN makes those Winchesters now? Identical to their own...half the price. Got an FN Five Seven too, in my collection if I really want to have some fun at the range.
You might like this site. I got a case of 200 of these downstairs all ready for spring. A single 1 pound target will blow a van to bits.
And women too. My wife carries a Glock 27 (.40 S&W) and is probably a better shot than I am. (Well maaaaaaybe....)
