The cheap knock-off Androids aren't going to be precise enough for drawing. The hardware would be sending a mess to the software. No one is making screens good enough. However http://www.tenonedesign.com/bluetiger makes a stylus that would work with a 7" tables. They are targeting iOS first but they originally intended to target the Playbook, which has a 7" tables. There are drawing apps for the playbook, sketchbook among them.
What did you think of the livescribe pen?

And if the product you really want doesn't exist, you could always...you know...invent it yourself? The first pen I linked to was funded by Kickstarter, so it's not like you need to be rich.

The iPad display is already capable of pressure sensitivity. Ten-one design/makers of Pogo sketch showed off a demo of using pressure sensitivity for sketching and "palm rejection" back in 2010.
The problem is apparently iPad app developer's aren't allowed to access pressure sensitivity information, because no interface has been exposed by the iOS official APIs.
Until Apple chooses to include it in the API, no 3rd party apps will be able to leverage the functionality, because it would require using 'private frameworks' which is against Apple's rules that app store applications must follow for approval by Apple.

Golly, I wish I could use a plastic pen or gloves to control today's capacitive touchscreens--it'd sure be swell!

Heh... You COULD come up with a capacitive screen stylus. In fact, some HAVE:
The Dagi Corporation in Taiwan offers a range of them for varying capacitive touch devices.
And TenOne offers the Pogo StylusThere's sure to be more than these two companies doing them- and they largely work with anything capacitive from what I understand (though with varying results...). This means you don't need to change a thing- just design it with the finger touch capability, audit one of the designs out there with your tablet, and then make your case and cosmetics on the stylus match up.
So, they don't really work as poorly as you're implying. It's not so much a tradeoff because it's more that the vendors didn't want to bundle a stylus with the basic devices because people were bitching about losing the damned things.

You can do this already with the iPad, but it uses an private API, so it's a no-go for now. However, I expect Apple will see the value in opening this up at some point (please?), so we will set third-party pressures sensitive drawing apps and pens.

If you mean handwriting support, you're boned. My missus has even used a mushroom to type on my N1.

I've never used it, but Pogo Sketch seems to be what you're looking for. (For those who don't want to click the link, it's a stylus that works with trackpads. You can use it with any app that lets you draw with a mouse.)
If you could make it work with Evernote that would be about ideal.
I don't understand the purpose of the thousand posts saying, "Just use pencil and paper!". That's my preferred approach, but why reply if you aren't going to answer the question? You don't really think that an advanced Math student never thought of using a notebook, do you?!
