Texas do-not-call list
Before the national do-not-call list was created, Texas had their own no-call list. I wonder how this ruling affects the Texas list. To be on the list, one has to pay about $5 to cover a 5 year period. When the national list was created, Texas did not transfer their list data to the national list because of privacy reasons, so the Texas list is seperately enforced.

They will. I used to get their name/number on my caller ID all the time.
Then I signed up at http://www.texasnocall.com/. The telemarketing calls have gone to near zero, and I've filed complaints with the PUC for the ones I did receive.
Scared the hell out of an insurance agent, who sent me a written apology and told the PUC he was going to stop making automated telemarketing calls altogether, because he couldn't figure out how to make the machine skip over numbers on the no-call list.
(Note: this is for Texas residents. I recognized the companies mentioned in the parent posting, and thought he would find it helpful)

It works in Texas
This is a great idea. Texas did something like this a year or 2 ago, and I signed up. It cost a couple bucks, but it was worth it. We used to get at least half a dozen calls a day from telemarketers, and now we only get maybe 2 or 3 a week. And those are from charities, time-warner cable (since we already have a "business relationship" with them), and good ol' Gee Dubya (during election time).
I don't want call from those people either, but at least it's a hell of a lot better now than before. And definitely worth the $2. -

We dealt with this in Texas by charging the end user $3.00 (I think) to get on the list. That paid for support of the list and kept you on it for a period of 3 years, IIRC
It's currently $2.40 for both no-call lists for 5 years, at least until the end of 2002: http://www.texasnocall.com/.
All telemarketers doing business in Texas are required to download the list (free of charge, I think)
No, the telemarketers are required to pay a fee of $45 or $50 each calendar quarter: https://www.texasnocall.com/subscriberFAQ_TX.asp.
In case anyone is confused why there are two lists: electricity deregulation was enacted by the Texas Legislature during the same session as the telemarketing no-call list. The electricity deregulation bill separately required a no-call list for electric utilities. So, they had to set up both of them at the same time. I suspect there will be legislation to merge them next year. -

Sounds like a problem waiting to happen
All cellphone numbers start with 07. Other ranges of numbers are reserved for various things.
And what happens when you run out of 07 numbers? Don't tell me "it'll never happen".
You can opt out of all junk phone calls by joining the Telephone Preference System.
You can do so here in Texas via the No Call List. Not sure what's it's like in the other states. What's it like in the other Euro-States(France, Germany, etc)?(as an aside, since the Europian Union get's a seat in the UN for each of their states, when will the USA get a seat for each of our 50 states?!?!)
You don't pay for receiving calls, unless you are out of the country... It seems absolutely crazy to charge to receive calls, as this would cause the penetration of mobiles to drop dramatically as it would exclude poor people
Don't you have that "crazy" per-minute charge for local calls on your land lines? We don't here. Anyway, there's so many minutes included with my calling plan that I've never paid an extra charge. -
