Well, for a start, to make sure that's who's actually responsible. (Not saying they're not - or that they don't deserve action anyway, but if it weren't them, then another guilty party could be getting away with no action due to a lack of due diligence)

Actually, in many cases it does. Ask the people who psted their stories (not anonymously either) on twitter under the tag #beenrapedneverreported.
Keeping stuff like this private tends to have serious long-term consequences. Going public is about self-affirmation, prevention of recurrences, and getting help. Stigma and the tendancy of people to think such things should be kept private hurts the victims and encourages the perps.

Until the government stonewalls.

Iceboats hare typically clocked in the 50mph+ range, with wind as low as 5 mph, though more typically 10 mph wind. The wing shape of the sail and the angle of apparent wind make the vessel move faster downwind by tacking than going in a straight line.

Allo Stop was forced to cease arranging rides in Ontario (it continues to operate in Quebec) and was fined over $18,000, with $16,000 payable to the claimants who brought the case against it: intercity bus companies Voyageur Corp ($6,000), Greyhound Canada, and Trentway-Wagar ($10,000). Is it any wonder that they'd want any kind of competition brought to heel? The bus companies' arguments before the Board were accepted virtually wholesale over the arguments made by Allo Stop's lawyer. Around the same time, the Board also ruled against now-defunct EcoRide, which had to pay $6,000 in costs to Greyhound and Trentway-Wagar. A January 2001 Toronto Star article about carpooling quoted EcoRide founder Alan Majer as saying, "It seems to be interpreted that ride sharing is illegal in Ontario." And so it remains.
Unbelievable what they can get away with...
